Fichier de flicage généralisé de la population française. Comme son nom ne l'indique pas, n'importe qui peut s'y retrouver, sans avoir rien fait d'illégal, ce qui en fait un système de contrôle totalitaire qui ne dit pas son nom. La signification du sigle a l'air à géométrie variable, le "IC" voulant dire selon certains "Information Criminelle" (c'était le cas du Jargonf auparavant).
